WCID17 2026 Budget
Two of the neighborhood volunteers attended the WCID17 board meeting on September 18, 2025. In that meeting WCID17 presented their proposed 2026 budget which included another increase to our out-of-district (OOD) fees along with increases to our capacity buy-in and debt service fees. The board approved the rate increases. The proposed budget can be viewed here.

WCID17 Utility Engineering & Surveying
August 28, 2025
The neighborhood volunteer committee received notice from WCID17 on August 28th stating that Utility Engineering and Survey consultants will begin placing flags in yards to mark utility locations in the River Ridge neighborhood. They will also place ribbons around trees to show which areas have been surveyed. Please don’t disturb the flags or ribbons.
The crews will be in the area from early September until the second week of October.
Water Improvement Project
October 2024
In October 2024, residents received a letter from WCID17 regarding plans for a water improvement project based on "fire flow capacity, the number of homes served, and line maintenance history, including past breaks". The initial project cost was estimated to be $13.6M. To cover the costs, the board approved an increase to our out-of-district (OOD) fee, essentially doubling it from $40 to $80 effective January 2025. The district also provided an FAQ document which can be viewed here.
In response to the notice and in the absence of an operating HOA, a group of six volunteers from the neighborhood formed a committee. The committee's objective was to organize and serve as a conduit between WCID17 and the community.
